México: Evolution and Challenges of Food and Beverage Labeling for Importation and Marketing

The Mexican Official Standard NOM-051, which regulates labeling of food and beverages in Mexico, has undergone several updates since 2010. The most significant amendment was introduced in 2020, bringing key changes such as warning labels, new precautionary claims, and restrictions on packaging design. This amendment has had a major impact on the food industry, particularly for pre-packaged products, and is crucial for both domestic and international marketing in the context of increasing globalization.
Food and beverage labeling is not a new matter in Mexico, as it has been regulated for nearly 30 years through NOM-051-SCFI/SSA1. Since then, the standard has undergone significant amendments that have led to major changes in the food industry, especially concerning pre-packaged foods and beverages ready for sale to final consumers.
Currently, NOM-051-SCFI/SSA1-2010 is the basis for the general labeling of pre-packaged non-alcoholic food and beverages. It establishes general specifications regarding the commercial and health-related information that these products must include. Its relevance lies in the fact that it applies to all pre-packaged non-alcoholic food and beverages marketed in Mexico, whether domestically produced or imported, thus directly impacting producers, importers, distributors, and retailers within the country.
In this document, we analyze the most relevant regulatory changes, their impact on the industry, general requirements, implementation phases, and prohibitions, among other issues.
